Although not detected, the music for the Snowmobile Conditions is Quality Time, coming from Match Music/Universal Production Music. This is different than what they used in the winter 1996-97 season where they used Coupe DeVille as the music (from Network Music/Universal Production Music).
Thunderstorms can occur under negative temperatures which has happened, albeit more rarer than thunderstorms during the usual summer season. In that case, snow falls as the primary precipitation, creating what is called a thundersnow, hence the -5 and thunderstorms for Whitehorse.
One of my TWN videos featured this tune, on the night in October of Falling Back to Stanard time, in 1992.

I'm gonna bet MétéoMédia also used that track as well given that back in the day, TWN/MM liked to use the same music tracks and themes for their segments (outside of local forecasts at the time where the music and themes were different).

This was back when both TWN/MM had the shared satellite feed so every once in a while MétéoMédia's video and/or audio feed may come on the english channel, even if it's very brief, where TWN's video and/or audio feed may come on the french channel. Then in 1994 they got their own separate satellite feeds and went their separate ways.
I remember that day, Sat Nov 30th, 1990. All day long, until 8h00pm, whenever TWN viewers had a 10-second intro, the MM music would cross over. Oddly enough, I went to Hull Quebec and watched MM with the same format in Aug of 1990, and noticed the MM voice-over, only started After the first 10 seconds of the LF, shortly after the music, faded for 1 split second at the 10-second mark. MM / TWN shared the same video intro for Meteo Voyage (Destionations), And the "International" forecast report, with a brief voice-over with archive videos, before the VO forecasts.
I'm guessing that this was the first year they used the Pollen Forecast music we all know and love right there... This looks similar to MétéoMédia's weekday local forecast theme they used during the spring/summer 2000 programming at the time, and I'm also gonna guess they used the Pollen Forecast music and theme like TWN (albeit with a french voiceover for MM).
I have to imagine that was the case. The track is from "Non-Stop"; a library that was regularly used by MM but not so much by TWN during this period.

The LF background did change around mid-May or so for TWN, while MM used two themes during the spring, one for the weekday and one for the weekend (including holidays Quebec observed for the latter).

What is this song called
This looks very similar to MétéoMédia's local forecast theme although during the weekends MétéoMédia would use a weekend theme different than what they used during the weekday, as well as a catchy upbeat theme at that time.
By this point, TWN moved into their new headquarters in Mississauga after leaving MétéoMédia's headquarters in Montreal, which meant some presenters from Montreal on the weekends had to depart from the channel. Other presenters from Montreal relocated and then eventually left the channel over time. Also, the International Forecast music that was used - MétéoMédia used that tune for their local forecasts from 9am-7pm on the weekdays, 6-9 am and again from 12-8pm on the weekends from December 1996-December 1998.
Correct, in fact this was the first Monday broadcasting from their new studio.

Which font did you use for this? It matches dead-on with TWN.

How many dislikes
I remember watching Storm Warning as a kid...I seemed pretty fascinated each time they aired segments featuring tornadoes, but I can't imagine staring them down like these people all did, knowing what tornadoes are capable of doing.
